How to File a Police Complaint
How complaints are filed depends on the police department. In the City of Los Angeles, you can file a complaint against an LAPD officer in the following ways:
1. Contact the Internal Affairs Group "Duty Room" at 1 (800) 339-6868 or by completing a "Complaint of Employee Misconduct" form and mailing it to the Internal Affairs Group. This form may be obtained at the Office of the Board of Police Commissioners, the Office of the Inspector General, and any LAPD Community Police Station.
2. You can also contact the Office of the Inspector General (OIG).

Another alternative...
is to file a complaint through the Coalition Against Police Abuse (CAPA) Police Complaint Bureau and Research Bureau to address and facilitate formal complaints against the police, while demanding results and respect for people’s rights. In addition, CAPA has also developed a system for filing claims and lawsuits against the police.

You Can Also Sue the LAPD
When an officer abuses you, you can file criminal charges against them, and you can also file for damages against the City of Los Angeles. If you decide to file a claim for damages against the City or County of Los Angeles, you have exactly 180 days from the date of the incident to file a complaint or else you will lose the right to sue. You can pick up the forms you need to file a claim for damages at the City Clerk’s office for the City of Los Angeles, or the Hall of Administration for Los Angeles County. (Incorporated cities within the County, such as Glendale or Santa Monica, have their own claims forms and procedures, within the same 180-day limitation described above). If the City or County refuses your claim, you then have the right to file a lawsuit. For more information on to file a lawsuit contact CAPA at 323-292-9742.
Federal complaints
Complainants can file federal civil rights complaints with the Department of Justice. The most effective means of filing a complaint is to write a letter to the Section explaining the situation about which you are complaining, with as much detail as possible. If you are aware of similar incidents involving others, please include that information as well. Please include information on how to contact you if we need further information (such as an address and telephone number).
